Narrative:
After takeoff from hwd while looking for traffic, I penetrated the oak arsa by 100'. I immediately descended. All airports underlying an arsa should have a program where the departing aircraft are given a squawk code and departure frequency. The airports that have this program are much easier for departing aircraft.

Title: SMA CLIMBS INTO ARSA WHEN DEPARTING ARPT UNDERLYING AREA.
Narrative: AFTER TKOF FROM HWD WHILE LOOKING FOR TFC, I PENETRATED THE OAK ARSA BY 100'. I IMMEDIATELY DSNDED. ALL ARPTS UNDERLYING AN ARSA SHOULD HAVE A PROGRAM WHERE THE DEPARTING ACFT ARE GIVEN A SQUAWK CODE AND DEP FREQ. THE ARPTS THAT HAVE THIS PROGRAM ARE MUCH EASIER FOR DEPARTING ACFT.
