Narrative:
During descent on the bitho 5 arrival to orl, we began hearing numerous ATC clrncs but no associated aircraft call signs. Several aircraft did not realize that what they were hearing was for them, and they did not respond. This was very frustrating for the controller and he admonished those under his control to 'listen up.' there is a possibility of radio transmitter problems, but probably a greater chance of 'controller speak before button push.' regrettably, a chronic problem.

Title: ZJX ACCUSED OF ISSUING CLRNCS WITHOUT USING ACFT CALL SIGN.
Narrative: DURING DSNT ON THE BITHO 5 ARR TO ORL, WE BEGAN HEARING NUMEROUS ATC CLRNCS BUT NO ASSOCIATED ACFT CALL SIGNS. SEVERAL ACFT DID NOT REALIZE THAT WHAT THEY WERE HEARING WAS FOR THEM, AND THEY DID NOT RESPOND. THIS WAS VERY FRUSTRATING FOR THE CTLR AND HE ADMONISHED THOSE UNDER HIS CTL TO 'LISTEN UP.' THERE IS A POSSIBILITY OF RADIO XMITTER PROBS, BUT PROBABLY A GREATER CHANCE OF 'CTLR SPEAK BEFORE BUTTON PUSH.' REGRETTABLY, A CHRONIC PROB.
