Narrative:
This was a ramp directed loading flight. The ramp finalized the loading with two hazmat items 1 and 2 on board and not secured with any bags. These items were separated one in pit 1 and one in pit 6. I invalidated the flight and contacted dispatch to notify the crew and advise them they needed to return to the gate. [I] also contacted operations and advised them about the hazmat and that the flight needed to return to secure both items with the required minimum 15 bags. The flight returned to the gate and the ramp loaded 15 bags in pits 1 and pit 6 to secure the hazmat.
