Narrative:

Pilot checked WX and filed an IFR flight plan to msp. Took off from dpa. Ice reported. Cleared to 4000'. Unable to reach 4000' because pilot encountered ice on wing and climb performance hampered. Asked to return to dpa and went below MEA because ice on wing. Landed at dpa and all ice had melted off wings. No further problems. Aircraft was an small aircraft at close to gross weight and the ice made aircraft difficult to climb and maintain airspeed. Pilot discovered ice on wings and windshield by flashlight and determined return to dpa best actions. The minimum altitude wasn't complied with because ice hampered performance of aircraft and it was necessary to take immediate action to get out of ice before a serious problem occurred. FAA contacted pilot next few days and told of the situation pilot explained action of unforecast ice before flight and after flight.

Narrative: PLT CHKED WX AND FILED AN IFR FLT PLAN TO MSP. TOOK OFF FROM DPA. ICE RPTED. CLRED TO 4000'. UNABLE TO REACH 4000' BECAUSE PLT ENCOUNTERED ICE ON WING AND CLB PERFORMANCE HAMPERED. ASKED TO RETURN TO DPA AND WENT BELOW MEA BECAUSE ICE ON WING. LANDED AT DPA AND ALL ICE HAD MELTED OFF WINGS. NO FURTHER PROBS. ACFT WAS AN SMA AT CLOSE TO GROSS WEIGHT AND THE ICE MADE ACFT DIFFICULT TO CLB AND MAINTAIN AIRSPD. PLT DISCOVERED ICE ON WINGS AND WINDSHIELD BY FLASHLIGHT AND DETERMINED RETURN TO DPA BEST ACTIONS. THE MINIMUM ALT WASN'T COMPLIED WITH BECAUSE ICE HAMPERED PERFORMANCE OF ACFT AND IT WAS NECESSARY TO TAKE IMMEDIATE ACTION TO GET OUT OF ICE BEFORE A SERIOUS PROB OCCURRED. FAA CONTACTED PLT NEXT FEW DAYS AND TOLD OF THE SITUATION PLT EXPLAINED ACTION OF UNFORECAST ICE BEFORE FLT AND AFTER FLT.
