Air carrier X day departure, called on center frequency climbing to 13000' and radar controller climbed to 15000'. Air carrier Y, day departure, climbing to 13000'. Day approach controller called center. Radar person said Y climbing to 13000'. I said, 'we will resolve it.' day controller: 'you control,' and hung up. Y now called on center frequency. Radar person climbed Y to FL230. I asked radar person what he was doing, and we both reacted to situation. I did inform him that Y was his control in day airspace.
