During initial climb; engine 1 oil quantity decreased to below normal operating limits by 16;000 feet and then to zero during approach descent to 3;000 feet. Engine shutdown was required. Flight was initially delayed two hours for maintenance. Maintenance not performed to safety standards. Review maintenance performed on this aircraft prior to flight.
