Narrative:
We were step climbing to higher altitudes usually 2000' at a time. Level at FL280, washington center cleared to FL390. I read back FL390 and the first officer started the climb out of FL280. At FL30100, center called us and told us to descend back to FL290 at that is what he had cleared us to. We complied. After level at FL290, I asked him for a phone number of washington center. At that time he said 'no problem' if he had not caught my readback as FL390, 'it's my fault for not catching the error in your readback.' the rest of the flight was normal.

Title: ACR LGT ALT DEVIATION. CTLR INTENDED TO CLEAR THE ACFT TO FL290 BUT INSTEAD GAVE FL390 AND THEN MISSED THE READBACK.
Narrative: WE WERE STEP CLBING TO HIGHER ALTS USUALLY 2000' AT A TIME. LEVEL AT FL280, WASHINGTON CTR CLRED TO FL390. I READ BACK FL390 AND THE F/O STARTED THE CLBOUT OF FL280. AT FL30100, CTR CALLED US AND TOLD US TO DSND BACK TO FL290 AT THAT IS WHAT HE HAD CLRED US TO. WE COMPLIED. AFTER LEVEL AT FL290, I ASKED HIM FOR A PHONE NUMBER OF WASHINGTON CTR. AT THAT TIME HE SAID 'NO PROB' IF HE HAD NOT CAUGHT MY READBACK AS FL390, 'IT'S MY FAULT FOR NOT CATCHING THE ERROR IN YOUR READBACK.' THE REST OF THE FLT WAS NORMAL.
