Narrative:
While providing on the job training instruction my trainee gave an IFR clearance and vector to a helicopter below the MVA (minimum vectoring altitude) without any of the required procedures of ascertaining whether or not the pilot could maintain their own terrain/obstruction clearance below the MVA. This aircraft was also right on the boundary with an adjacent facility.

Title: PVD TRACON Controller reported their trainee issued an IFR clearance to an aircraft that was below the Minimum Vectoring Altitude and on the boundary of another sector's airspace.
Narrative: While providing On the Job Training instruction my trainee gave an IFR clearance and vector to a helicopter below the MVA (Minimum Vectoring Altitude) without any of the required procedures of ascertaining whether or not the pilot could maintain their own terrain/obstruction clearance below the MVA.
