Narrative:
Station operations delayed aircraft X without advising dispatch prior to the delay. The flight was given a wheels up time of xx:31z for a xa:17z scheduled time of departure. Station then delayed the flight out until xx:10z in violation of 14 crash fire rescue equipment 121.533. The only way I believe this can be fixed is if there was something built into the [operation monitor] or any other of [company's] applications that requires stations to request the delay; prior to posting the delay. Obviously; telling stations to call prior to posting is not working.
