Narrative:
Approximately xx:00 local time small aircraft X called 6 mi southwest for touch and go's information was told to report entering left downwind runway 27. At xx:08L air carrier Y called ready for takeoff. I checked the final approach area and runway, observing no other aircraft, then cleared air carrier Y for takeoff runway 27. As air carrier Y started to cross hold line, small aircraft X announced that he was going around. As small aircraft X pulled up I saw him approximately 1/2 mi from end of threshold extension. Air carrier Y saw (and heard) him and stopped with nose wheel on runway edge line. With small aircraft X on downwind air carrier Y departed. Next time on final small aircraft X was very low again. I had not seen him the first time because he was below the tree line (as seen from tower). As it turns out the pilot was making his approach to the east end of the 2000' displaced threshold. I explained the displaced landing threshold and the VASI. On succeeding approachs small aircraft X was on the VASI G/south.

Title: SMA X NON ADHERENCE TO ATC INSTRUCTION.
Narrative: APPROX XX:00 LCL TIME SMA X CALLED 6 MI SW FOR TOUCH AND GO'S INFO WAS TOLD TO RPT ENTERING L DOWNWIND RWY 27. AT XX:08L ACR Y CALLED READY FOR TKOF. I CHKED THE FINAL APCH AREA AND RWY, OBSERVING NO OTHER ACFT, THEN CLRED ACR Y FOR TKOF RWY 27. AS ACR Y STARTED TO CROSS HOLD LINE, SMA X ANNOUNCED THAT HE WAS GOING AROUND. AS SMA X PULLED UP I SAW HIM APPROX 1/2 MI FROM END OF THRESHOLD EXTENSION. ACR Y SAW (AND HEARD) HIM AND STOPPED WITH NOSE WHEEL ON RWY EDGE LINE. WITH SMA X ON DOWNWIND ACR Y DEPARTED. NEXT TIME ON FINAL SMA X WAS VERY LOW AGAIN. I HAD NOT SEEN HIM THE FIRST TIME BECAUSE HE WAS BELOW THE TREE LINE (AS SEEN FROM TWR). AS IT TURNS OUT THE PLT WAS MAKING HIS APCH TO THE E END OF THE 2000' DISPLACED THRESHOLD. I EXPLAINED THE DISPLACED LNDG THRESHOLD AND THE VASI. ON SUCCEEDING APCHS SMA X WAS ON THE VASI G/S.
