Narrative:
Small aircraft X had landed on runway 8. Cleared the runway over to ground control. Ground control instructed small aircraft X to taxi via taxiway D (parallel to runway 8) hold short runway 13. Small aircraft Y was in traffic pattern left traffic, runway 13. Small aircraft Y had commenced departure roll when small aircraft X crossed runway 13 in front of him. Stopped short of crossing point of taxiway D and runway 13. Small aircraft X had accelerated to clear runway. This is really getting ridiculous! Pilots, all levels of experience, are constantly crossing hold lines, active runways, when instructed to hold short. I've sent in too many of these reports on this deviation. Supplemental information from acn 236795: after landing, while taxiing into ramp, was instructed to hold short runway 13. Pilot taxied across the active runway in front of an small aircraft Y making a touch-and-go. Pilot advised on phone that 'he did not see the runway due to snow banks.' the pilot is based here and the taxiway was bare, not snow covered. Pilot should have stopped at hold line.

Title: SMA X NON ADHERENCE TO ATC INSTRUCTION, UNAUTH RWY XING HAD LTSS WITH SMA Y. EVASIVE ACTION TAKEN. ABORTED TKOF. PLTDEV.
Narrative: SMA X HAD LANDED ON RWY 8. CLRED THE RWY OVER TO GND CTL. GND CTL INSTRUCTED SMA X TO TAXI VIA TXWY D (PARALLEL TO RWY 8) HOLD SHORT RWY 13. SMA Y WAS IN TFC PATTERN L TFC, RWY 13. SMA Y HAD COMMENCED DEP ROLL WHEN SMA X CROSSED RWY 13 IN FRONT OF HIM. STOPPED SHORT OF XING POINT OF TXWY D AND RWY 13. SMA X HAD ACCELERATED TO CLR RWY. THIS IS REALLY GETTING RIDICULOUS! PLTS, ALL LEVELS OF EXPERIENCE, ARE CONSTANTLY XING HOLD LINES, ACTIVE RWYS, WHEN INSTRUCTED TO HOLD SHORT. I'VE SENT IN TOO MANY OF THESE RPTS ON THIS DEV. SUPPLEMENTAL INFO FROM ACN 236795: AFTER LNDG, WHILE TAXIING INTO RAMP, WAS INSTRUCTED TO HOLD SHORT RWY 13. PLT TAXIED ACROSS THE ACTIVE RWY IN FRONT OF AN SMA Y MAKING A TOUCH-AND-GO. PLT ADVISED ON PHONE THAT 'HE DID NOT SEE THE RWY DUE TO SNOW BANKS.' THE PLT IS BASED HERE AND THE TXWY WAS BARE, NOT SNOW COVERED. PLT SHOULD HAVE STOPPED AT HOLD LINE.
