Narrative:
I was working local control north. It was heavy traffic, when ground control asked to cross runway 7L at midfield. I glanced at the runway and advised ground it looked like his small aircraft X was already crossing (taildragger). Ground control told me that small aircraft X was instructed to hold short. I had an small aircraft Y crossing the threshold while the small aircraft X was in the center of my runway. The small aircraft Y was touch and go. The small aircraft X cleared the runway as the small aircraft Y landed, there was about 2000 ft left. The small aircraft X was advised of his mistake he said he thought he was now holding short of the runway, but in actuality he was holding short of taxiway alpha. The pilot is based at deer valley I think he just misunderstood ground control or just forgot to stop, I'm sure this will not happen again.

Title: SMA X NON ADHERENCE TO ATC INSTRUCTION. UNAUTHORIZED RWY XING HAD LTSS FROM SMA Y. PLTDEV.
Narrative: I WAS WORKING LCL CTL N. IT WAS HVY TFC, WHEN GND CTL ASKED TO CROSS RWY 7L AT MIDFIELD. I GLANCED AT THE RWY AND ADVISED GND IT LOOKED LIKE HIS SMA X WAS ALREADY XING (TAILDRAGGER). GND CTL TOLD ME THAT SMA X WAS INSTRUCTED TO HOLD SHORT. I HAD AN SMA Y XING THE THRESHOLD WHILE THE SMA X WAS IN THE CTR OF MY RWY. THE SMA Y WAS TOUCH AND GO. THE SMA X CLRED THE RWY AS THE SMA Y LANDED, THERE WAS ABOUT 2000 FT LEFT. THE SMA X WAS ADVISED OF HIS MISTAKE HE SAID HE THOUGHT HE WAS NOW HOLDING SHORT OF THE RWY, BUT IN ACTUALITY HE WAS HOLDING SHORT OF TAXIWAY ALPHA. THE PLT IS BASED AT DEER VALLEY I THINK HE JUST MISUNDERSTOOD GND CTL OR JUST FORGOT TO STOP, I'M SURE THIS WILL NOT HAPPEN AGAIN.
