Narrative:
Air carrier X is inbound to sea airport on chins arrival at 10000. Widebody transport outbound on mountain 2 departure to moses lake and minneapolis. Controller working air carrier X issues traffic on widebody transport, and air carrier X reports him in sight. Approximately 1 min later, air carrier X reports climbing in accordance with an RA issued by his TCASII. The controller asked him if his company required him to climb when he received an RA, even though he had the aircraft in question in sight. The pilot stated yes. Both aircraft were positively separated by 1000 ft and had each other in sight. TCASII will cause a midair someday! TCASII should supplement ATC instructions, not contradict them. Some serious thought should be given to change the focus of the program.

Title: ACR X TCASII RA CLB FROM ACR Y. UNAUTHORIZED CLB FROM ASSIGNED ALT. NON ADHERENCE TO ATC CLRNC.
Narrative: ACR X IS INBOUND TO SEA ARPT ON CHINS ARR AT 10000. WDB OUTBOUND ON MOUNTAIN 2 DEP TO MOSES LAKE AND MINNEAPOLIS. CTLR WORKING ACR X ISSUES TFC ON WDB, AND ACR X RPTS HIM IN SIGHT. APPROX 1 MIN LATER, ACR X RPTS CLBING IN ACCORDANCE WITH AN RA ISSUED BY HIS TCASII. THE CTLR ASKED HIM IF HIS COMPANY REQUIRED HIM TO CLB WHEN HE RECEIVED AN RA, EVEN THOUGH HE HAD THE ACFT IN QUESTION IN SIGHT. THE PLT STATED YES. BOTH ACFT WERE POSITIVELY SEPARATED BY 1000 FT AND HAD EACH OTHER IN SIGHT. TCASII WILL CAUSE A MIDAIR SOMEDAY! TCASII SHOULD SUPPLEMENT ATC INSTRUCTIONS, NOT CONTRADICT THEM. SOME SERIOUS THOUGHT SHOULD BE GIVEN TO CHANGE THE FOCUS OF THE PROGRAM.
