Narrative:

Air carrier X at FL240 responded to a TCASII RA from air carrier Y at FL230 (also TCASII equipped but received no RA) and climbed to FL257 without advising ATC. 5.5 mi in trail of air carrier X was air carrier Z at FL250 on a converging heading. Both aircraft were deviating for WX. Air carrier Z had to be turned 90 degrees to ensure separation, forcing him into the path of a solid stream of departures climbing out of denver. The result was 15 mins of a nearly unmanageable sector, and the near loss of standard separation.

Narrative: ACR X AT FL240 RESPONDED TO A TCASII RA FROM ACR Y AT FL230 (ALSO TCASII EQUIPPED BUT RECEIVED NO RA) AND CLBED TO FL257 WITHOUT ADVISING ATC. 5.5 MI IN TRAIL OF ACR X WAS ACR Z AT FL250 ON A CONVERGING HDG. BOTH ACFT WERE DEVIATING FOR WX. ACR Z HAD TO BE TURNED 90 DEGS TO ENSURE SEPARATION, FORCING HIM INTO THE PATH OF A SOLID STREAM OF DEPS CLBING OUT OF DENVER. THE RESULT WAS 15 MINS OF A NEARLY UNMANAGEABLE SECTOR, AND THE NEAR LOSS OF STANDARD SEPARATION.
