Narrative:

I received a [weight and balance notification] on my messaging tool about flight XXXX regarding 15 bags being needed to secure hazmat. The ramp had x-bagged the flight and I noticed a radioactive hazmat quick-pack item 1 on the [load plan] in pit 3 and there was only 8 bags; not the required 15 bags. I then noticed item 1 was moved to pit 4 with 65 bags. The ramp then proceeded to [finalize] the [load plan] and [load report]. I notified the manager on duty and I was advised to have ZZZ1 do an audit on arrival.
