Ramp lead loaded the hazmat in pit 2. His scanner showed 16 total bags. He thought he was okay. However; 2 of those bags were quick packs with dangerous goods in them; which meant he only had 14 bags; not the required 15 bags.

Title: Air carrier ramp personnel reported Ramp Lead incorrectly completed Hazmat document resulting in shipment not properly configured for air transport.
Narrative: Ramp Lead loaded the Hazmat in Pit 2. His scanner showed 16 total bags. He thought he was okay. However; 2 of those bags were Quick Packs with dangerous goods in them; which meant he only had 14 bags; not the required 15 bags.
