Narrative:
Overloaded by atl ramp agent. Aircraft was both over takeoff weight and over maximum allowable baggage weight. No freight or company material appeared on manifest provided to crew for performance and weight computations. This is an ongoing and repeated problem. Callback conversation with reporter revealed the following information. Callback conversation confirmed that workload and schedule pressure was the main problem. Reporter says their safety committee has been working on the problem and he thinks things are getting better. The final load sheet is handed to flight crew as the door is closed and there is no procedure for any update after the aircraft leaves the blocks. The reported situation was not detected until after takeoff and was then confirmed by a baggage count at destination.

Title: COMMUTER LTT OVERLOADED FOR TKOF. FLT CREW UNABLE TO CONFIRM LOAD EXCEPT VISUAL PASSENGER COUNT.
Narrative: OVERLOADED BY ATL RAMP AGENT. ACFT WAS BOTH OVER TKOF WEIGHT AND OVER MAX ALLOWABLE BAGGAGE WEIGHT. NO FREIGHT OR COMPANY MATERIAL APPEARED ON MANIFEST PROVIDED TO CREW FOR PERFORMANCE AND WEIGHT COMPUTATIONS. THIS IS AN ONGOING AND REPEATED PROB. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO. CALLBACK CONVERSATION CONFIRMED THAT WORKLOAD AND SCHEDULE PRESSURE WAS THE MAIN PROB. RPTR SAYS THEIR SAFETY COMMITTEE HAS BEEN WORKING ON THE PROB AND HE THINKS THINGS ARE GETTING BETTER. THE FINAL LOAD SHEET IS HANDED TO FLT CREW AS THE DOOR IS CLOSED AND THERE IS NO PROC FOR ANY UPDATE AFTER THE ACFT LEAVES THE BLOCKS. THE RPTED SITUATION WAS NOT DETECTED UNTIL AFTER TKOF AND WAS THEN CONFIRMED BY A BAGGAGE COUNT AT DEST.
