Narrative:
Small aircraft reported 2 mi southwest of salem airport at 2000' (MSL) 'flying through the area north'. The aircraft was observed about 2 mi southwest but I estimate about 1000' MSL. I asked N3444R to say again altitude. He stated 'I'm getting up to 2000'.' this aircraft was a clear violation of the salem air traffic area. This is a common problem at salem due to our proximity to interstate highway 5 which pilots (VFR) follow a lot. This FAA has not and will not follow-up on this incident, again. The FAA management feels it not 'that big a deal' due to the 'light' amount of traffic at salem ATCT. This precedent set by the FAA (again) is wrong. These air traffic area incursions have often caused serious problems in the salem airspace and must be stopped.

Title: PLT FLEW INTO THE ATA WITHOUT CONTACTING ATC.
Narrative: SMA RPTED 2 MI SW OF SALEM ARPT AT 2000' (MSL) 'FLYING THROUGH THE AREA N'. THE ACFT WAS OBSERVED ABOUT 2 MI SW BUT I ESTIMATE ABOUT 1000' MSL. I ASKED N3444R TO SAY AGAIN ALT. HE STATED 'I'M GETTING UP TO 2000'.' THIS ACFT WAS A CLR VIOLATION OF THE SALEM ATA. THIS IS A COMMON PROB AT SALEM DUE TO OUR PROX TO INTERSTATE HWY 5 WHICH PLTS (VFR) FOLLOW A LOT. THIS FAA HAS NOT AND WILL NOT FOLLOW-UP ON THIS INCIDENT, AGAIN. THE FAA MGMNT FEELS IT NOT 'THAT BIG A DEAL' DUE TO THE 'LIGHT' AMOUNT OF TFC AT SALEM ATCT. THIS PRECEDENT SET BY THE FAA (AGAIN) IS WRONG. THESE ATA INCURSIONS HAVE OFTEN CAUSED SERIOUS PROBS IN THE SALEM AIRSPACE AND MUST BE STOPPED.
