Narrative:
I conducted a pre-flight briefing which includes flying-time; special needs customer info; a reminder of in flight duties; review an emergency deplaning procedure which mentioned by the captain. This briefing; initiated since FA2 and FA3 are also do not feel safe; neither comfortable with FA4 since we were unclear that she is being lazy or do not know her duties. I am attempted to set the tone for this flight. FA4 has never performed a pre-flight check; but we did it. I have asked FA4 to perform 15 mins walk-thru. Later FA4 complains FA1 (myself) is too strict; she does not think she should take it seriously. But FA2 advised her to take it seriously but do not take it personally. Never closed overhead bin after I made an announcement of 'boarding complete; flight attendant secure cabin for departure.' those attitudes become a burden on FA3 during boarding. The situation was getting close to door closure; regarding exit row briefing; it must be conducted before door closure. I had to call FA2 to do the exit row briefing and ohb closure to do boarding duties. FA4 has not performed for compliance check during the flight when the seatbelt sign is illuminated but performed by us as an FA1; FA2; FA3. FA4 does not answer customer call light even though I told her to get one of them.
