Narrative:
Removed (cvr) cockpit voice recorder to be modified. No spare available. Consulted MEL later and found to be in violation. If not operable or removed (cvr) must have good (fdr) flight data recorder. This (no fdr installed) is ridiculous since it's not required until 10/91. Change MEL or far's to give corporate a break. Now I am sorry I did it early (installed cvr). It's not safety of flight item.
