Narrative:
Flight crew of medium large transport made ncb approach to buf with first officer flying an erratic approach to minimums, missed approach. Second approach was better organized but again first officer flying was erratic but with considerable coaching from the captain a successful landing was made. Post-flight examination of the approach page and fom briefing sheet put out by company captain realized they had made the approach to minimums that had since been raised. Flight had inadvertently approached and landed below new minimums for NDB approach at buf. Reporter protests late notice of minimums change.
