Narrative:
Departed ccr SVFR to practice air work with student pilot (normal). When returning to the airport I requested a SVFR clearance 6 mi north of airport. ATIS report sky partially obscured, visibility 2 mi haze, wind favoring runway 01. I was instructed to fly to overhead airport and report maintain VFR. I proceeded to overhead the field and called tower, advising I was overhead. My altitude was approximately 1500' MSL. The controller said 'roger,' only. I circled the airport to left in a wider than standard pattern. I did this twice in about 10-15 mins. My flight conditions were about 4-6 mi visibility. As I was not flying in left pattern to west side of airport I asked the tower about instructions. They asked me what my position was and I said I was abeam #south for runway 1L and altitude at 1200'. Another aircraft that had come behind us was then given a special clearance to land ahead of us, even though the pilot of that aircraft had mentioned that. I had the other aircraft in sight at all times and was instructed to make a right turn to follow the other lagging aircraft. It doesn't seem that I was being given proper attention during this situation, or other aircraft by tower person. I would have felt safer if the tower had given me an altitude assignment and direction to hold form airport while waiting and a little communication besides 'roger.' since then, I have made attempt to talk to tower personnel about this to try and prevent confusion in the future. Maybe there are procedures? What are they? Callback conversation with reporter revealed the following: reporter stated that the reason he filed the report was that he wanted ASRS to investigate the incident. Reporter feels that the incident was unsafe and that ATC should have provided more control between the 2 aircraft involved. Reporter did discuss the incident with the tower supervisor. He was not satisfied with the results. Analyst got the impression that this reporter wanted more from the controller than he could provide. Reporter was explained the purpose of the NASA system. Analyst believes the reporter was not happy with the explanation. Reporter thinks the ASRS should be an investigatory agency.

I DID THIS TWICE IN ABOUT 10-15 MINS. MY FLT CONDITIONS WERE ABOUT 4-6 MI VISIBILITY. AS I WAS NOT FLYING IN LEFT PATTERN TO W SIDE OF ARPT I ASKED THE TWR ABOUT INSTRUCTIONS. THEY ASKED ME WHAT MY POS WAS AND I SAID I WAS ABEAM #S FOR RWY 1L AND ALT AT 1200'. ANOTHER ACFT THAT HAD COME BEHIND US WAS THEN GIVEN A SPECIAL CLRNC TO LAND AHEAD OF US, EVEN THOUGH THE PLT OF THAT ACFT HAD MENTIONED THAT. I HAD THE OTHER ACFT IN SIGHT AT ALL TIMES AND WAS INSTRUCTED TO MAKE A RIGHT TURN TO FOLLOW THE OTHER LAGGING ACFT. IT DOESN'T SEEM THAT I WAS BEING GIVEN PROPER ATTN DURING THIS SITUATION, OR OTHER ACFT BY TWR PERSON. I WOULD HAVE FELT SAFER IF THE TWR HAD GIVEN ME AN ALT ASSIGNMENT AND DIRECTION TO HOLD FORM ARPT WHILE WAITING AND A LITTLE COM BESIDES 'ROGER.' SINCE THEN, I HAVE MADE ATTEMPT TO TALK TO TWR PERSONNEL ABOUT THIS TO TRY AND PREVENT CONFUSION IN THE FUTURE. MAYBE THERE ARE PROCS? WHAT ARE THEY? CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING: RPTR STATED THAT THE REASON HE FILED THE RPT WAS THAT HE WANTED ASRS TO INVESTIGATE THE INCIDENT. RPTR FEELS THAT THE INCIDENT WAS UNSAFE AND THAT ATC SHOULD HAVE PROVIDED MORE CTL BTWN THE 2 ACFT INVOLVED. RPTR DID DISCUSS THE INCIDENT WITH THE TWR SUPVR. HE WAS NOT SATISFIED WITH THE RESULTS. ANALYST GOT THE IMPRESSION THAT THIS RPTR WANTED MORE FROM THE CTLR THAN HE COULD PROVIDE. RPTR WAS EXPLAINED THE PURPOSE OF THE NASA SYS. ANALYST BELIEVES THE RPTR WAS NOT HAPPY WITH THE EXPLANATION. RPTR THINKS THE ASRS SHOULD BE AN INVESTIGATORY AGENCY.
