Narrative:

We were IFR with ZDV en route to hdn when we heard the controller ask an air carrier if it wanted to shoot another approach into hdn after missing the first. His reply was negative. We were asked if we wanted to shoot the approach and replied in the affirmative. (WX was reported to be above minimums with poor braking action). We began attempting to contact hdn unicom on 122.8 but got no response. We were cleared for the approach and released to unicom. We continued to transmit to hayden unicom with no reply as we flew the approach. The sic called 'approach lights continue' at approximately 300' AGL and we landed in a snow shower. There was 3 snow plows on the runway (off to the left side) when we landed. Callback conversation with reporter revealed the following information. Plows were not seen until after landing and were far enough to left that no evasive action was needed to miss them. Although calls were made, contact was not established with unicom until during landing roll. A meeting with FBO manager and airport manager indicated that the plows operate whenever needed and they clear the runway when contact established with inbound aircraft. No NOTAMS were issued and ATC was not advised about runway plowing.

Title: SMT HAS GND CONFLICT WITH SNOW PLOWS PLOWING THE LNDG RWY.

Narrative: WE WERE IFR WITH ZDV ENRTE TO HDN WHEN WE HEARD THE CTLR ASK AN ACR IF IT WANTED TO SHOOT ANOTHER APCH INTO HDN AFTER MISSING THE FIRST. HIS REPLY WAS NEGATIVE. WE WERE ASKED IF WE WANTED TO SHOOT THE APCH AND REPLIED IN THE AFFIRMATIVE. (WX WAS RPTED TO BE ABOVE MINIMUMS WITH POOR BRAKING ACTION). WE BEGAN ATTEMPTING TO CONTACT HDN UNICOM ON 122.8 BUT GOT NO RESPONSE. WE WERE CLRED FOR THE APCH AND RELEASED TO UNICOM. WE CONTINUED TO XMIT TO HAYDEN UNICOM WITH NO REPLY AS WE FLEW THE APCH. THE SIC CALLED 'APCH LIGHTS CONTINUE' AT APPROX 300' AGL AND WE LANDED IN A SNOW SHOWER. THERE WAS 3 SNOW PLOWS ON THE RWY (OFF TO THE L SIDE) WHEN WE LANDED. ALTHOUGH CALLS WERE MADE, CONTACT WAS NOT ESTABLISHED WITH UNICOM UNTIL DURING LNDG ROLL. A MEETING WITH FBO MGR AND ARPT MGR INDICATED THAT THE PLOWS OPERATE WHENEVER NEEDED AND THEY CLR THE RWY WHEN CONTACT ESTABLISHED WITH INBND ACFT. NO NOTAMS WERE ISSUED AND ATC WAS NOT ADVISED ABOUT RWY PLOWING.
