Narrative:

En route to dca-tpa at FL350, we noticed a half dollar sized burn mark on the top forward portion of the first officer sliding cockpit window. This window had previously been flawless when we accepted the aircraft earlier in the day. We immediately turned the right side window heat off. We then noticed a delamination rapidly growing from the burn spot. We made an immediate descent to FL240 where the delamination stopped. However, at FL240 the right front window overheat light came on. We also turned the right forward heat off since this system previously had several overheat writeups. We both felt the sliding window would have likely failed had we not descended when we did. We then proceeded to tpa west/O incident. I have to feel that the cause of the window arcing, burning and delaminating had to do with the window heat system repeatedly malfunctioning.
