Narrative:
Mr X contacted me to instruct him to finish his private pilots certification. I have flown with him a few times and signed him off for 90 day solo (not initial). Now he is flying in conditions and situations not signed off for. He has been flying with another person (pilot) with passengers to possible locations not signed off for. The plane he owns is extremely marginal also. I am going to try to talk to him. I am just afraid he is an accident waiting to happen. Callback conversation with reporter revealed the following information. Reporter states spi has less than 100 hours and enjoys x-country flying but has little interest in training. He is conservative however in that he does not fly alone. Always takes a certificated pilot with him. Reporter indicates spi was competent to do what he signed off for, but worried that he was not complying with conditions established on the sign off. Spi has now moved so reporter feels there is a good flight school at the new airport. The 90 day endorsement will expire soon.

NOW HE IS FLYING IN CONDITIONS AND SITUATIONS NOT SIGNED OFF FOR. HE HAS BEEN FLYING WITH ANOTHER PERSON (PLT) WITH PAXS TO POSSIBLE LOCATIONS NOT SIGNED OFF FOR. THE PLANE HE OWNS IS EXTREMELY MARGINAL ALSO. I AM GOING TO TRY TO TALK TO HIM. I AM JUST AFRAID HE IS AN ACCIDENT WAITING TO HAPPEN. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO. ALWAYS TAKES A CERTIFICATED PLT WITH HIM. RPTR INDICATES SPI WAS COMPETENT TO DO WHAT HE SIGNED OFF FOR, BUT WORRIED THAT HE WAS NOT COMPLYING WITH CONDITIONS ESTABLISHED ON THE SIGN OFF. SPI HAS NOW MOVED SO RPTR FEELS THERE IS A GOOD FLT SCHOOL AT THE NEW ARPT. THE 90 DAY ENDORSEMENT WILL EXPIRE SOON.
