Narrative:
Tracking 218 degree right from razor back VOR to intercept localizer runway 16 at fyv. We were cleared for approach, and neither captain nor first officer noticed (no pt). On chart, shuttle approach is depicted, so at elmie intersection we turned outbnd on the protected side and completed the full approach. Approach told us to contact fyv tower at elmie, so when we intercepted the localizer at elmie, we turned outbnd and notified tower we were outbnd on the approach. At that point, we were told to recontact approach, and they informed us that no procedure turn was required and that we were cleared for the straight in localizer 16. They then told us to continue the full approach and recontact tower at elmie inbound. We did not interfere with another aircraft, and we completed the approach successfully with no problems. WX factors: approach had us at 3000' crossing elmie, and it seemed logical to shoot the full approach, since it was fairly low IFR in mountainous terrain (600 overcast, 3 mi visibility in fog), and fyv is a non radar environment.

Title: HEADING TRACK DEVIATION.
Narrative: TRACKING 218 DEG R FROM RAZOR BACK VOR TO INTERCEPT LOC RWY 16 AT FYV. WE WERE CLRED FOR APCH, AND NEITHER CAPT NOR F/O NOTICED (NO PT). ON CHART, SHUTTLE APCH IS DEPICTED, SO AT ELMIE INTXN WE TURNED OUTBND ON THE PROTECTED SIDE AND COMPLETED THE FULL APCH. APCH TOLD US TO CONTACT FYV TWR AT ELMIE, SO WHEN WE INTERCEPTED THE LOC AT ELMIE, WE TURNED OUTBND AND NOTIFIED TWR WE WERE OUTBND ON THE APCH. AT THAT POINT, WE WERE TOLD TO RECONTACT APCH, AND THEY INFORMED US THAT NO PROC TURN WAS REQUIRED AND THAT WE WERE CLRED FOR THE STRAIGHT IN LOC 16. THEY THEN TOLD US TO CONTINUE THE FULL APCH AND RECONTACT TWR AT ELMIE INBND. WE DID NOT INTERFERE WITH ANOTHER ACFT, AND WE COMPLETED THE APCH SUCCESSFULLY WITH NO PROBS. WX FACTORS: APCH HAD US AT 3000' XING ELMIE, AND IT SEEMED LOGICAL TO SHOOT THE FULL APCH, SINCE IT WAS FAIRLY LOW IFR IN MOUNTAINOUS TERRAIN (600 OVCST, 3 MI VISIBILITY IN FOG), AND FYV IS A NON RADAR ENVIRONMENT.
