Narrative:
Had tuned and idented lga runway 04 ILS. Approach control vectored us on 070 degree heading to intercept ILS localizer and proceed inbound to runway 04 at lga. Localizer CDI did not appear on HSI or ADI -- overshot localizer, got TA on TCASII, turned to 350 degree heading to re-intercept, got clearance to descend to 3000 ft from approach, then got RA on TCASII with steep climb command. We complied. Traffic passed 4 or 5 mi to our right through our altitude. TCASII stated 'conflict resolved' (or whatever the wording is). We reported to lga tower that ILS was apparently not working properly. Then, I realized the approach course we had in ILS receiver was 173 degrees instead of the required 044 degrees. I set ILS course to 044 degrees. ILS indications became normal. Lga tower asked if ILS was operating normally. We replied that it was. Cause of all this was ILS course set incorrectly. I knew it made a difference, but first officer and jumpseat captain both were surprised. All other aircraft we had flown (large transport, medium large transport, widebody transport), the incorrect course would not affect intercept, but large transport/widebody transport (2 engine) definitely does require exactly correct course.
