Narrative:
Planned flight inland for weather avoidance over gulf (exemption [X123] not applied due to filing inland rte). Once en-route ATC gave crew a shortcut around pns that took them over water and offshore by more than 50nm. Crew did not notify or send me info before accepting and flying the route. Did not get chance to come to a mutual agreement about new route. It was brought to my attention that the exemption [X123] is unable to be added after airborne by computer.
