Narrative:
We departed bwi on an IFR flight plan and arrived in the sby area and vectored for a downwind entry for a visibility approach to runway 32. Multiple aircraft were reported in the pattern. We contacted sby radio and received a WX and traffic briefing. I was the PF and elected to fly a 1200' AGL pattern. An small aircraft on ahead of us caused us to go around on our first approach on the second circuit we followed a small aircraft training who flew a very wide slow pattern. We called out each leg to traffic advisory service and asked the trner if it was touch and go or full stop. Because it was full stop we allowed an extra margin and a 3.5 mi final. The small aircraft took a long time to clear the runway and although we were configured to land we were on the verge of another go around when the trner cleared the active runway onto a crosswind runway (runway 23). A long but normal landing ensued. I was aghast when later in the day I learned that the small aircraft pilot and an FAA/FSS employee were claiming that we had landed while the trner was still on the runway. I am continually amazed at the poor quality of today's flight instruction and lack of common sense and courtesy to today's students.

Title: PLT OF SMA TRAINER ALLEGED ACR FLT LANDED BEFORE TRAINER HAD CLEARED THE RWY.

WE CALLED OUT EACH LEG TO TFC ADVISORY SVC AND ASKED THE TRNER IF IT WAS TOUCH AND GO OR FULL STOP. BECAUSE IT WAS FULL STOP WE ALLOWED AN EXTRA MARGIN AND A 3.5 MI FINAL.
