Narrative:
An IFR training flight from fnt to msp and return. The WX was reported and forecast marginal VFR with tops at 4000' MSL. The IFR departure out of fnt was uneventful to VFR conditions on top. On the descent into tri city for the ILS, we picked up considerable amount of structural icing. We continued to be vectored for the approach in light to moderate icing. The controller vectored us inside of the OM/FAF causing a missed approach due to G/south full scale west/O being established on the localizer. The controller issued an altitude from 2200 to 4000'. I refused due to the icing conditions above and requested radar vectors for the VOR 14 at 2400'. The VOR approach was uneventful and the structural ice melted in the warmer temperatures at the surface. We departed the airport VFR to fnt with no further difficulties. A subsequent check of the WX personally revealed that a northeast flow was picking up the moisture from saginaw bay to contribute to the more severe icing conditions near tri city. In addition, the missed approach on the ILS was in my opinion, due to the controller feeling rushed by turbine aircraft to follow us on the approach.

Title: ON MISSED APCH, REFUSED CLRNC TO CLIMB BACK INTO ICING CONDITIONS.
Narrative: AN IFR TRNING FLT FROM FNT TO MSP AND RETURN. THE WX WAS RPTED AND FORECAST MARGINAL VFR WITH TOPS AT 4000' MSL. THE IFR DEP OUT OF FNT WAS UNEVENTFUL TO VFR CONDITIONS ON TOP. ON THE DSNT INTO TRI CITY FOR THE ILS, WE PICKED UP CONSIDERABLE AMOUNT OF STRUCTURAL ICING. WE CONTINUED TO BE VECTORED FOR THE APCH IN LIGHT TO MODERATE ICING. THE CTLR VECTORED US INSIDE OF THE OM/FAF CAUSING A MISSED APCH DUE TO G/S FULL SCALE W/O BEING ESTABLISHED ON THE LOC. THE CTLR ISSUED AN ALT FROM 2200 TO 4000'. I REFUSED DUE TO THE ICING CONDITIONS ABOVE AND REQUESTED RADAR VECTORS FOR THE VOR 14 AT 2400'. THE VOR APCH WAS UNEVENTFUL AND THE STRUCTURAL ICE MELTED IN THE WARMER TEMPS AT THE SURFACE. WE DEPARTED THE ARPT VFR TO FNT WITH NO FURTHER DIFFICULTIES. A SUBSEQUENT CHK OF THE WX PERSONALLY REVEALED THAT A NE FLOW WAS PICKING UP THE MOISTURE FROM SAGINAW BAY TO CONTRIBUTE TO THE MORE SEVERE ICING CONDITIONS NEAR TRI CITY. IN ADDITION, THE MISSED APCH ON THE ILS WAS IN MY OPINION, DUE TO THE CTLR FEELING RUSHED BY TURBINE ACFT TO FOLLOW US ON THE APCH.
