Narrative:
On a training flight IFR, received an IFR clearance on ground control. Clearance read: 'cleared to port angles airport as filed, climb to 8000' paine 1 departure, contact ZSE 128.5, squawk (?), cleared to taxi to runway 34L A4 intersection, contact tower when ready and advised you have IFR.' after student preformed run-up and preflight at A4 intersection, student advised the tower he was IFR read for takeoff at 34R A4 intersection. Tower advised cleared for takeoff. Tower was very busy, and after takeoff runway heading, student contacted departure. Upon contacting departure, departure asked if we were IFR. We said that we were, and had an IFR clearance. Departure said that we did not. Tower had not called departure and advised them we were coming. I feel the problem was that tower confused our small aircraft with one that took off before us, VFR.
Original NASA ASRS Text
Title: TWR CTLR FAILED TO HAND OFF IFR TRAINING FLT TO DEP CTLR.
Narrative: ON A TRAINING FLT IFR, RECEIVED AN IFR CLRNC ON GND CTL. CLRNC READ: 'CLRED TO PORT ANGLES ARPT AS FILED, CLB TO 8000' PAINE 1 DEP, CONTACT ZSE 128.5, SQUAWK (?), CLRED TO TAXI TO RWY 34L A4 INTXN, CONTACT TWR WHEN READY AND ADVISED YOU HAVE IFR.' AFTER STUDENT PREFORMED RUN-UP AND PREFLT AT A4 INTXN, STUDENT ADVISED THE TWR HE WAS IFR READ FOR TKOF AT 34R A4 INTXN. TWR ADVISED CLRED FOR TKOF. TWR WAS VERY BUSY, AND AFTER TKOF RWY HDG, STUDENT CONTACTED DEP. UPON CONTACTING DEP, DEP ASKED IF WE WERE IFR. WE SAID THAT WE WERE, AND HAD AN IFR CLRNC. DEP SAID THAT WE DID NOT. TWR HAD NOT CALLED DEP AND ADVISED THEM WE WERE COMING. I FEEL THE PROB WAS THAT TWR CONFUSED OUR SMA WITH ONE THAT TOOK OFF BEFORE US, VFR.
