Narrative:

During return to tti from an engine flight test over the gulf of mexico, beyond the 12 mi coastal limit in VFR with ZHU flight following, I was advised of small transport aircraft traffic departing in my direction and climbing out of 13000' MSL. I advised center that I would stay high to remain above that traffic. The coast line was obscured by a low undercast and inadvertently entered the 12 mi positive control area at about 20000-24000' in a descent. I talked with center supervisor after landing. In retrospect, I probably should have turned 180 degrees.

Title: TEST FLT CONDUCTED OUTSIDE POSITIVE CTL AREA AT 24000' INADVERTENTLY ENTERS PCA VFR.

Narrative: DURING RETURN TO TTI FROM AN ENG FLT TEST OVER THE GULF OF MEXICO, BEYOND THE 12 MI COASTAL LIMIT IN VFR WITH ZHU FLT FOLLOWING, I WAS ADVISED OF SMT ACFT TFC DEPARTING IN MY DIRECTION AND CLBING OUT OF 13000' MSL. I ADVISED CENTER THAT I WOULD STAY HIGH TO REMAIN ABOVE THAT TFC. THE COAST LINE WAS OBSCURED BY A LOW UNDERCAST AND INADVERTENTLY ENTERED THE 12 MI PCA AT ABOUT 20000-24000' IN A DSNT. I TALKED WITH CENTER SUPVR AFTER LNDG. IN RETROSPECT, I PROBABLY SHOULD HAVE TURNED 180 DEGS.
