Narrative:

Took off from anp-lee airport, an uncontrolled airport approximately 10 NM mi south of bwi arsa. Stayed clear of bwi arsa while trying to contact twi approach for advisories. Bwi approach was very busy. When I got my turn to talk, the controller gave me a squawk code and I gave him my present altitude. Approximately 45 seconds later the controller advised me of traffic--an medium large transport 1 O'clock, 4000'. I had already had him in sight and was very comfortable with the situation. I was approximately 5 NM outside the bwi arsa over the east side of gibson island. The medium large transport pilot became very upset with the controller and asked what I was doing there. The controller told the pilot that I was VFR and had asked for advisories. Then the controller told the medium large transport pilot to contact him when he got on the ground. The controller also asked me to call him when I landed in cxy-harrisburg, 77 NM to the north of bwi. When I landed in cxy I called, and the controller told me that even though I was well clear of the arsa, I should have stayed down at 2000' MSL. The controller was very nice about the situation, but said the medium large transport pilot was cocky and upset. I was definitely not in the wrong, but there should be a procedure or an extension of the arsa on the sectional map to tell VFR pilots to stay down below (within 30 NM) 2000'. I realize this is a very busy area, but I have flown through it several times before west/O any problems.

Title: ACR MLG COMPLAINS OF SMA OPERATING VFR OUTSIDE THE ARSA AS IN CONFLICT WITH HIM.

Narrative: TOOK OFF FROM ANP-LEE ARPT, AN UNCONTROLLED ARPT APPROX 10 NM MI S OF BWI ARSA. STAYED CLR OF BWI ARSA WHILE TRYING TO CONTACT TWI APCH FOR ADVISORIES. BWI APCH WAS VERY BUSY. THE MLG PLT BECAME VERY UPSET WITH THE CTLR AND ASKED WHAT I WAS DOING THERE. THE CTLR TOLD THE PLT THAT I WAS VFR AND HAD ASKED FOR ADVISORIES. THEN THE CTLR TOLD THE MLG PLT TO CONTACT HIM WHEN HE GOT ON THE GND. THE CTLR ALSO ASKED ME TO CALL HIM WHEN I LANDED IN CXY-HARRISBURG, 77 NM TO THE N OF BWI. WHEN I LANDED IN CXY I CALLED, AND THE CTLR TOLD ME THAT EVEN THOUGH I WAS WELL CLR OF THE ARSA, I SHOULD HAVE STAYED DOWN AT 2000' MSL. THE CTLR WAS VERY NICE ABOUT THE SITUATION, BUT SAID THE MLG PLT WAS COCKY AND UPSET. I WAS DEFINITELY NOT IN THE WRONG, BUT THERE SHOULD BE A PROC OR AN EXTENSION OF THE ARSA ON THE SECTIONAL MAP TO TELL VFR PLTS TO STAY DOWN BELOW (WITHIN 30 NM) 2000'. I REALIZE THIS IS A VERY BUSY AREA, BUT I HAVE FLOWN THROUGH IT SEVERAL TIMES BEFORE W/O ANY PROBS.
