Ramp has loaded hazmat without the 15 bags in pit xx. Pit weight limit can only take a max of 14 bags; so ramp moved the hazmat in pit xy. Aircraft never showed returned to the block; unless the ramp went out on taxi way to move the hazmat which is unsafe. Was the hazmat really moved?

Title: Airline ground personnel reported incorrect Hazmat cargo configuration was reported corrected in computer load program without aircraft cargo being corrected.
Narrative: Ramp has loaded Hazmat without the 15 bags in PIT XX. PIT weight limit can only take a max of 14 bags; so Ramp moved the Hazmat in PIT XY. Aircraft never showed returned to the block; unless the Ramp went out on taxi way to move the Hazmat which is unsafe. Was the Hazmat really moved?
