Narrative:
ZZZ ramp planned all the cargo in the aft compartment and all the bags forward. The cargo contained dangerous goods which for some reason the ramp did not notice even though it was on the dangerous goods form before they even planned the flight. They push the flight out with no bags in the rear compartment and attempted to finalize but couldn't because they had not met the required 15 bags to secure dangerous good.
