Between seelo and jenks intersections at fl 360; the jax ARTCC frequency 134.850 gets bleed-over from iad ATIS; and is very difficult to hear jax ARTCC.

Title: Air carrier First Officer reported experiencing difficulty communicating on JAX ARTCC frequency 134.85 since it was blocked by Dulles ATIS; which is the same frequency.
Narrative: Between Seelo and Jenks intersections at FL 360; the JAX ARTCC Frequency 134.850 gets bleed-over from IAD ATIS; and is very difficult to hear JAX ARTCC.
