Narrative:
On approach into tvl runway 180; roughly while crossing the shoreline and slightly above the glide path; another cherokee passed just under my aircraft from right to left. I continued to my approach and the other aircraft headed toward the eastern mountains before turning south. Had I actually been on the glide path; it is possible we may have collided.tvl was unusually busy; making it difficult to keep track of the various position calls. I should have done a better job surveilling for other traffic (instead of being fixated on the runway); such that I could have detected the intruder before it created a hazard. However; I was not in an unusual location for landing at tvl and the other PA28 was not following any normal traffic pattern.

Title: PA28 pilot reported experiencing an airborne conflict with another PA28 while on approach to Runway 18 at TVL. The pilot of the other aircraft was not communicating on UNICOM.
