Narrative:
A departure had received its clearance. As it reached the runway ground a departure had received its clearance. As it reached the runway ground control called for release from ZKC. ZKC changed his route at control called for release from ZKC. ZKC changed his route at this time, and ground control did not get it completely written, this time, and ground control did not get it completely written, but told local control what to say, and local control acknowledged. But told local control what to say, and local control acknowledged. But local control did not give the aircraft the complete correct but local control did not give the aircraft the complete correct change; therefore, he took the wrong route to mhk. This change; therefore, he took the wrong route to mhk. This happens all the time; that is, ZKC will change departure happens all the time; that is, ZKC will change departure instructions agreed on in our LOA at the last minute. ZKC instructions agreed on in our LOA at the last minute. ZKC tells ground control who tells local control who tells the aircraft, and tells ground control who tells local control who tells the aircraft, and through all this the message gets jumbled. ZKC should through all this the message gets jumbled. ZKC should stick to the LOA and either release the aircraft or not. Stick to the LOA and either release the aircraft or not.
