Narrative:

During preflight I received a briefing calling for a low pressure system to create fast moving WX conditions, winds at 6000' were forecast to be 260 degrees at approximately 50 KTS and 40 KTS at 12000'. As I climbed to altitude I noticed a lower level of cloud moving in so I decided to release jumpers to miss the incoming clouds. By the time I received permission to release the jumpers the cloud layer had moved quickly and the skydivers that had the door open to help spot left west/O my permission and penetrated the layer. I descended to the south VFR and landed. From now on all jumpers must ask for the door and leave only with my permission.

Title: PLT OF SKYDIVER ACFT ALLOWS JUMP TO TAKE PLACE IN PROX OF CLOUDS.

BY THE TIME I RECEIVED PERMISSION TO RELEASE THE JUMPERS THE CLOUD LAYER HAD MOVED QUICKLY AND THE SKYDIVERS THAT HAD THE DOOR OPEN TO HELP SPOT LEFT W/O MY PERMISSION AND PENETRATED THE LAYER. I DSNDED TO THE S VFR AND LANDED. FROM NOW ON ALL JUMPERS MUST ASK FOR THE DOOR AND LEAVE ONLY WITH MY PERMISSION.
