Narrative:

Departing jabbar airport, I contacted ict departure passing through 1000' AGL (2400' MSL). My plane is an small transport and was climbing at 1400 FPM. While contacting departure I turned from 180 degrees (runway heading) to 270 degrees (on course) noting there was a large airport (mcconnell AFB) directly ahead. By the time ATC contacted me I was climbing through 2700' MSL. Approach asked if I was familiar with the departure procedures at jabbar. I replied 'negative'. No one at jabbar had mentioned special procedures. There were none posted in the flight planning room. There were no signs at the departure end of runway 18. I feel there could have been a conflict, due to the proximity of beech and mcconnell airports. Fortunately there was no traffic and the visibility was outstanding. This was my first landing at jabbar in almost thirty yrs of flying.
