Narrative:
On acton 1 STAR, just about over 'creek' (aqn 040/32) at 11000' on autoplt and altitude hold, first officer flying. In a space of about 15 or 20 seconds, the following happened: saw approaching departure traffic, low, couple of mi out. TCAS gave traffic alert for the 1 O'clock traffic. ATC reported same traffic, 10000'. TCAS gave 'resolution alert' (RA), called for 1500 FPM climb. ATC cleared us to descend to 6000'. TCAS gave 'clear of traffic.' first officer was very reluctant to comply with RA, since we were sure we had seen it (the opp direction traffic) and it couldn't have hit us if it tried, and he climbed only about 100' before starting down. Maybe ATC cleared the departure traffic to climb a bit soon, at least for the TCAS. The resulting confusion caused us to be about 3 NM late turning to 350 degrees (published) at creek and to be a little slow starting down. First time with an operating TCAS, and I'm trying to be open-minded. So far I think TCAS is very distraction much like a video game. The aural warning on this airplane was much too loud, so as to be startling rather than just attention getting. It's also obvious it will take some time to 'learn' to respond to the thing.

Narrative: ON ACTON 1 STAR, JUST ABOUT OVER 'CREEK' (AQN 040/32) AT 11000' ON AUTOPLT AND ALT HOLD, F/O FLYING.
