Narrative:

Inbound to cvg the ATIS stated 'simultaneous ILS approachs in progress to runway 18L and 18.' our commercial charts only showed a single north/south runway. How can you have runway 18L west/O runway 18R? Review of NOTAMS showed very brief and inadequate mention that runway 18L/36R had opened one week earlier. Clearance for approach was for the ILS to runway 18, which we flew, but at FAF were cleared by tower to land on runway 18R. A sidestep maybe? What are the minimums? Query to tower straightened it out but overall it was needlessly confusing. Later learned that new 18L ILS was operational and special charts had been issued to a commuter co and a major airline so they could use that runway. Whatever happened to coordination between responsible FAA departments to ensure everybody has opportunity to have proper charts in cockpit when new facs are opened for IFR operations? Both fdc and company NOTAMS were totally inadequate to inform pilots what to expect. Callback conversation with reporter revealed the following information. Reporter says they got revised charts dated 2/7/91 which was approximately 3 weeks after opening of runway 18L/36R, and commissioning of new approach procedures. Thinks there needs to be better dissemination of information and more coordination between FAA and commercial chart company. Says that commercial STAR and SID charts for cvg still have small airport diagram which only shows one north/south runway. Reporter thought that one airline company received more favorable treatment by being issued special charts for ILS 18L etc. This flight was flight crew first flight with TCAS aircraft and they had spent a lot of time en route getting familiar with actual TCAS operation. Maybe should have spent mor time checking cvg NOTAMS and asking questions of ATC.

CLRNC FOR APCH WAS FOR THE ILS TO RWY 18, WHICH WE FLEW, BUT AT FAF WERE CLRED BY TWR TO LAND ON RWY 18R. A SIDESTEP MAYBE? WHAT ARE THE MINIMUMS? QUERY TO TWR STRAIGHTENED IT OUT BUT OVERALL IT WAS NEEDLESSLY CONFUSING. BOTH FDC AND COMPANY NOTAMS WERE TOTALLY INADEQUATE TO INFORM PLTS WHAT TO EXPECT. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO. THINKS THERE NEEDS TO BE BETTER DISSEMINATION OF INFO AND MORE COORD BTWN FAA AND COMMERCIAL CHART COMPANY. SAYS THAT COMMERCIAL STAR AND SID CHARTS FOR CVG STILL HAVE SMALL ARPT DIAGRAM WHICH ONLY SHOWS ONE N/S RWY. RPTR THOUGHT THAT ONE AIRLINE COMPANY RECEIVED MORE FAVORABLE TREATMENT BY BEING ISSUED SPECIAL CHARTS FOR ILS 18L ETC. THIS FLT WAS FLC FIRST FLT WITH TCAS ACFT AND THEY HAD SPENT A LOT OF TIME ENRTE GETTING FAMILIAR WITH ACTUAL TCAS OPERATION. MAYBE SHOULD HAVE SPENT MOR TIME CHKING CVG NOTAMS AND ASKING QUESTIONS OF ATC.
