Narrative:

Craig ATIS at the time of the approach indicated 700' overcast, visibility 1 1/2 mi in rain. Wind northeast at 5 KTS. Received vectors for VOR 14 into craig field. Crossed FAF at appropriate altitude and began the final approach segment. Upon reaching the MDA the tower at craig gave me a 'low altitude alert, check altimeter immediately.' the altimeter indicated correct altitude (700'). I continued with the approach, saw the runway and landed. The actual WX during the approach was/appeared to me to be 100-200' scattered, 400' broken. Visibility 1 1/2 mi rain. I was unsure as to why I was given the low altitude alert at the time, and because of the actual WX I unknowingly descended below the MDA looking for the runway.
