Narrative:
Center gave cpr Y clearance from 330 to 280 and expect 50 southwest esl at 250. We started our descent about 90 mi southwest of esl. At about 75 mi southwest center cleared us to cross 55 southwest of esl at and maintain FL250. My first officer advised center the crossing restricion would be hard to comply with. Center gave no reply. We were crossing the 58 mi southwest of esl when air carrier Y passed about 1000' over us southbound. The traffic was never called to us. We were passing through FL260 at the time at 3500 FPM. Center should have had better traffic sep. Supplemental information from acn 168579. After being given an expect crossing restriction, we were given a more restrictive descent clearance. I immediately said the crossing was at a rate of 3000-3500 FPM. I saw the traffic previously mentioned by center and pointed it out to the captain. I don't think there was ever a conflict, but feel we should have been better accommodated after expressing difficulty of complying to the crossing restriction. I feel the crew was very consumed in complying with the crossing restriction.
Original NASA ASRS Text
Title: CPR X HAD LESS THAN STANDARD SEPARATION FROM ACR Y. SYSTEM ERROR. CPR Y FAILED TO COMPLY WITH CROSSING RESTRICTION. PLTDEV.
Narrative: CTR GAVE CPR Y CLRNC FROM 330 TO 280 AND EXPECT 50 SW ESL AT 250. WE STARTED OUR DSNT ABOUT 90 MI SW OF ESL. AT ABOUT 75 MI SW CTR CLRED US TO CROSS 55 SW OF ESL AT AND MAINTAIN FL250. MY F/O ADVISED CTR THE XING RESTRICION WOULD BE HARD TO COMPLY WITH. CTR GAVE NO REPLY. WE WERE XING THE 58 MI SW OF ESL WHEN ACR Y PASSED ABOUT 1000' OVER US SBND. THE TFC WAS NEVER CALLED TO US. WE WERE PASSING THROUGH FL260 AT THE TIME AT 3500 FPM. CTR SHOULD HAVE HAD BETTER TFC SEP. SUPPLEMENTAL INFO FROM ACN 168579. AFTER BEING GIVEN AN EXPECT XING RESTRICTION, WE WERE GIVEN A MORE RESTRICTIVE DSNT CLRNC. I IMMEDIATELY SAID THE XING WAS AT A RATE OF 3000-3500 FPM. I SAW THE TFC PREVIOUSLY MENTIONED BY CTR AND POINTED IT OUT TO THE CAPT. I DON'T THINK THERE WAS EVER A CONFLICT, BUT FEEL WE SHOULD HAVE BEEN BETTER ACCOMMODATED AFTER EXPRESSING DIFFICULTY OF COMPLYING TO THE XING RESTRICTION. I FEEL THE CREW WAS VERY CONSUMED IN COMPLYING WITH THE XING RESTRICTION.
