Narrative:
Upon vectoring to intercept the localizer for runway 16 at hpn (white plains ny), ATC advised us of traffic in our 10-11 O'clock at 3000'. We were at that time also at 3000'. ATC advised us to descend to 2000'. ATC then advised us that the traffic (VFR according to 1200 code) also descended to 2000' and continued a collision course. ATC broke us off the localizer and turned us to a heading of 270 degree for vectors to the localizer. After vectored around to intercept the localizer runway 16 again we were cleared to intercept and the ILS runway 16. After established we were cleared to tower frequency 119.7. We advised tower we were established on the localizer. Tower cleared us to land. At that moment air carrier Y to our right one O'clock position turned its landing light on at same time it appeared on the TCAS with traffic verbal warning within one mi of the aircraft symbol. This was immediately followed by a 'pull up' demand from the GPWS. I initiated a climb up to 300' above one altitude. I noticed that the traffic on the TCAS turned red. I asked tower if we were still IFR and where the traffic came from. He advised us that the other traffic, air carrier Y was VFR and had reported to approach that he had us inside and kept visibility sep. Supplemental information from acn 168896. We are at 2000' just about intercept G/south when tower controller calls traffic at 10 O'clock 1 mi. We don't call the traffic in sight so the controller tells us to make an immediate right turn, which we do. We then get back in line for the approach, this time the TCAS gives a TA (traffic advisory) on the 10 O'clock traffic, then the terrain warning went off and the pull up lights came on, so the captain (PF) pulled up to 2300'. The warning and the lights went out but we then got a second TA on another aircraft at 2 O'clock. From the first TA to the terrain warning/pull up lights to the second TA a period of about 5 seconds elapsed. At this point I felt like I was along for the ride. The captain then keyed the microphone and said 'we just had 2 near misses, what has happened to our IFR sep?' I felt that this statement was uncalled for and inappropriate because I don't think we were involved in any near misses. The tower replied by saying that the 2 O'clock traffic had us in sight, I'm not sure what the situation was with the 10 O'clock traffic.

ATC BROKE US OFF THE LOC AND TURNED US TO A HDG OF 270 DEG FOR VECTORS TO THE LOC. AFTER VECTORED AROUND TO INTERCEPT THE LOC RWY 16 AGAIN WE WERE CLRED TO INTERCEPT AND THE ILS RWY 16. AFTER ESTABLISHED WE WERE CLRED TO TWR FREQ 119.7. WE ADVISED TWR WE WERE ESTABLISHED ON THE LOC. TWR CLRED US TO LAND. AT THAT MOMENT ACR Y TO OUR R ONE O'CLOCK POS TURNED ITS LNDG LIGHT ON AT SAME TIME IT APPEARED ON THE TCAS WITH TFC VERBAL WARNING WITHIN ONE MI OF THE ACFT SYMBOL. THIS WAS IMMEDIATELY FOLLOWED BY A 'PULL UP' DEMAND FROM THE GPWS. I INITIATED A CLB UP TO 300' ABOVE ONE ALT. I NOTICED THAT THE TFC ON THE TCAS TURNED RED. I ASKED TWR IF WE WERE STILL IFR AND WHERE THE TFC CAME FROM. HE ADVISED US THAT THE OTHER TFC, ACR Y WAS VFR AND HAD RPTED TO APCH THAT HE HAD US INSIDE AND KEPT VIS SEP. SUPPLEMENTAL INFO FROM ACN 168896. WE ARE AT 2000' JUST ABOUT INTERCEPT G/S WHEN TWR CTLR CALLS TFC AT 10 O'CLOCK 1 MI. WE DON'T CALL THE TFC IN SIGHT SO THE CTLR TELLS US TO MAKE AN IMMEDIATE R TURN, WHICH WE DO. WE THEN GET BACK IN LINE FOR THE APCH, THIS TIME THE TCAS GIVES A TA (TFC ADVISORY) ON THE 10 O'CLOCK TFC, THEN THE TERRAIN WARNING WENT OFF AND THE PULL UP LIGHTS CAME ON, SO THE CAPT (PF) PULLED UP TO 2300'. THE WARNING AND THE LIGHTS WENT OUT BUT WE THEN GOT A SEC TA ON ANOTHER ACFT AT 2 O'CLOCK. FROM THE FIRST TA TO THE TERRAIN WARNING/PULL UP LIGHTS TO THE SEC TA A PERIOD OF ABOUT 5 SECS ELAPSED. AT THIS POINT I FELT LIKE I WAS ALONG FOR THE RIDE. THE CAPT THEN KEYED THE MIC AND SAID 'WE JUST HAD 2 NEAR MISSES, WHAT HAS HAPPENED TO OUR IFR SEP?' I FELT THAT THIS STATEMENT WAS UNCALLED FOR AND INAPPROPRIATE BECAUSE I DON'T THINK WE WERE INVOLVED IN ANY NEAR MISSES. THE TWR REPLIED BY SAYING THAT THE 2 O'CLOCK TFC HAD US IN SIGHT, I'M NOT SURE WHAT THE SITUATION WAS WITH THE 10 O'CLOCK TFC.
