Narrative:
Prior to departure from fbl to lax, when holding short of the runway and waiting for IFR release, after completing before takeoff checklist, captain decided to brief passenger of the flight on WX conditions in los angeles and route of flight. I was in control and captain was in charge of communications. While captain still briefing the passenger, tower called and issued, 'taxi, position and hold.' I observed the captain still briefing the passenger on intercom and not being aware of tower clearance. I acknowledged the reception of the tower clearance and proceeded to position and hold. Halfway down to position point, captain returned to cockpit runway checklist and proceeded with final items. After completion we proceeded with takeoff west/O takeoff clearance. However, at 200' AGL we were notified by tower that we were told to position and hold only. We immediately leveled off and offered to return to airport. Tower informed us that there was no need to return, there was no traffic conflict in the area and to contact the departure frequency. After landing in lax I did contact bfl tower and I was assured that there was no conflicting traffic with our departure. We had departed a few seconds before our IFR release. We were encountered to file a NASA report. This was a good lesson for me to concentrate more on facts.

Title: COMMUTER LTT UNAUTH TKOF FROM BFL.
Narrative: PRIOR TO DEP FROM FBL TO LAX, WHEN HOLDING SHORT OF THE RWY AND WAITING FOR IFR RELEASE, AFTER COMPLETING BEFORE TKOF CHKLIST, CAPT DECIDED TO BRIEF PAX OF THE FLT ON WX CONDITIONS IN LOS ANGELES AND RTE OF FLT. I WAS IN CTL AND CAPT WAS IN CHARGE OF COMS. WHILE CAPT STILL BRIEFING THE PAX, TWR CALLED AND ISSUED, 'TAXI, POS AND HOLD.' I OBSERVED THE CAPT STILL BRIEFING THE PAX ON INTERCOM AND NOT BEING AWARE OF TWR CLRNC. I ACKNOWLEDGED THE RECEPTION OF THE TWR CLRNC AND PROCEEDED TO POS AND HOLD. HALFWAY DOWN TO POS POINT, CAPT RETURNED TO COCKPIT RWY CHKLIST AND PROCEEDED WITH FINAL ITEMS. AFTER COMPLETION WE PROCEEDED WITH TKOF W/O TKOF CLRNC. HOWEVER, AT 200' AGL WE WERE NOTIFIED BY TWR THAT WE WERE TOLD TO POS AND HOLD ONLY. WE IMMEDIATELY LEVELED OFF AND OFFERED TO RETURN TO ARPT. TWR INFORMED US THAT THERE WAS NO NEED TO RETURN, THERE WAS NO TFC CONFLICT IN THE AREA AND TO CONTACT THE DEP FREQ. AFTER LNDG IN LAX I DID CONTACT BFL TWR AND I WAS ASSURED THAT THERE WAS NO CONFLICTING TFC WITH OUR DEP. WE HAD DEPARTED A FEW SECS BEFORE OUR IFR RELEASE. WE WERE ENCOUNTERED TO FILE A NASA RPT. THIS WAS A GOOD LESSON FOR ME TO CONCENTRATE MORE ON FACTS.
