Small transport X was sebnd at 9000' assigned heading 140 degree. Small transport Y nwbnd at 11000' landing luk. Small transport Y was assigned present heading for traffic and cleared to 4000'. Aircraft were 40 mi apart when clrncs were issued. Controller became busy with second situation and could not monitor this situation. Small transport Y could have been issued a better rate of descent through 8000'.
