Narrative:
Washington center pointed out an aircraft to me at 10000' acy direct to dqo. The aircraft was to work south arrival. I was working south departure. I got a departure from phl over ood (pago) as per letter of agreement, I climbed him to 9000' and handed off to ZDC. ZDC accepted the handoff and I turned the aircraft north ZDC after pointing out 10000' traffic. Letter of agreement states ZDC had control to climb, however, since the aircraft at 10000' came to us from ZDC I did not think they would climb. They did. Callback conversation with reporter revealed the following information. Reporter stated that the two aircraft were both small transport. TRACON equipment detected the error. The ARTCC radar controller was charged with the system error.

Title: LESS THAN STANDARD SEPARATION OCCURRED BETWEEN A DEPARTING ACFT AND AN ARRIVING ACFT.
Narrative: WASHINGTON CTR POINTED OUT AN ACFT TO ME AT 10000' ACY DIRECT TO DQO. THE ACFT WAS TO WORK S ARR. I WAS WORKING S DEP. I GOT A DEP FROM PHL OVER OOD (PAGO) AS PER LETTER OF AGREEMENT, I CLBED HIM TO 9000' AND HANDED OFF TO ZDC. ZDC ACCEPTED THE HDOF AND I TURNED THE ACFT N ZDC AFTER POINTING OUT 10000' TFC. LETTER OF AGREEMENT STATES ZDC HAD CTL TO CLB, HOWEVER, SINCE THE ACFT AT 10000' CAME TO US FROM ZDC I DID NOT THINK THEY WOULD CLB. THEY DID. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO. RPTR STATED THAT THE TWO ACFT WERE BOTH SMT. TRACON EQUIP DETECTED THE ERROR. THE ARTCC RADAR CTLR WAS CHARGED WITH THE SYS ERROR.
