Narrative:
Had just leveled off at 10000' 250 KIAS proceeding direct armel VOR for landing at dulles. Approximately 35 mi northwest dulles approach called traffic advisory and to turn to heading 270 degree (approximately 60 degree to right) turn was initiated using manual turn knob of autoplt turn rate was very slow. Simultaneously we spotted aircraft a 12:00 closing, controller advised we could climb as necessary, autoplt was disconnected and manual 30 degree bank climbing turn of approximately 300' was made. Aircraft passed below and to the left of us. Approach advised us the other aircraft was at an IFR altitude squawking VFR and had also violated camp david airspace. Controller also advised his mode C equipment showed us at 10200' and other aircraft at 9900'. We had our landing lights and runway turnoff lights illuminated at the time. It did not appear other aircraft took evasive action.

Title: ACR TAKES EVASIVE ACTION AS APPROVED BY ATC TO AVOID VFR TRAFFIC.
Narrative: HAD JUST LEVELED OFF AT 10000' 250 KIAS PROCEEDING DIRECT ARMEL VOR FOR LNDG AT DULLES. APPROX 35 MI NW DULLES APCH CALLED TFC ADVISORY AND TO TURN TO HDG 270 DEG (APPROX 60 DEG TO R) TURN WAS INITIATED USING MANUAL TURN KNOB OF AUTOPLT TURN RATE WAS VERY SLOW. SIMULTANEOUSLY WE SPOTTED ACFT A 12:00 CLOSING, CTLR ADVISED WE COULD CLB AS NECESSARY, AUTOPLT WAS DISCONNECTED AND MANUAL 30 DEG BANK CLBING TURN OF APPROX 300' WAS MADE. ACFT PASSED BELOW AND TO THE L OF US. APCH ADVISED US THE OTHER ACFT WAS AT AN IFR ALT SQUAWKING VFR AND HAD ALSO VIOLATED CAMP DAVID AIRSPACE. CTLR ALSO ADVISED HIS MODE C EQUIP SHOWED US AT 10200' AND OTHER ACFT AT 9900'. WE HAD OUR LNDG LIGHTS AND RWY TURNOFF LIGHTS ILLUMINATED AT THE TIME. IT DID NOT APPEAR OTHER ACFT TOOK EVASIVE ACTION.
