Narrative:

I picked up my clearance from johnstown FSS on the ground at 2g4, after takeoff at garret county I contacted. Cleveland center. I was instructed direct to grv grantsville, climb and maintain 7000 ft, depart V214 mrb martinsburg. 25 mi from mrb I was told to descend to 6000 ft, at that time I was also told to contact dulles approach at 15 mi from mrb I was told to descend to 5000 ft, about 8 mi from mrb I was instructed to proceed direct to mrb, for ILS 26 approach. Depart martinsburg as published report procedure turn inbound. I xed mrb at 5000 ft turned to intercept the 049 degree right. After right intercept, I started to descend to 3300 ft. As I passed 4200 ft I saw a light twin engine going in the opposite direction. All 3 of us on board saw him well in advance. I was in left seat my ex-student instrument rated was in right. He is the owner of the small aircraft. An instrument student was in the back as observer. Dulles asked me why I was descending to climb back to 5000 ft. There was another aircraft in the area. He gave me the clearance, depart mrb as published. I do not use hoods for IFR instruction. I file IFR most of the time. The published approach for mrb ILS 26 is depart mrb on 049 degree right 3300 ft 6.3 to burgy intersection. He was very busy I was #5 for the approach. He should have said, depart mrb on 049 degree right hold over burgy at 5000 ft report procedure turn inbound. Not cleared as published. The twin was below us and about 1/2 mi away.

HE GAVE ME THE CLRNC, DEPART MRB AS PUBLISHED. I DO NOT USE HOODS FOR IFR INSTRUCTION. I FILE IFR MOST OF THE TIME. THE PUBLISHED APCH FOR MRB ILS 26 IS DEPART MRB ON 049 DEG R 3300 FT 6.3 TO BURGY INTXN. HE WAS VERY BUSY I WAS #5 FOR THE APCH. HE SHOULD HAVE SAID, DEPART MRB ON 049 DEG R HOLD OVER BURGY AT 5000 FT RPT PROC TURN INBND. NOT CLRED AS PUBLISHED. THE TWIN WAS BELOW US AND ABOUT 1/2 MI AWAY.
